What is LIHWAP?
The Low-Income Household Water Assistance Program (LIHWAP) was established in December 2020, under the Consolidated Appropriations Act of 2021. LIHWAP is a federally funded program from the U.S.Department of Health and Human Services (HHS) to assist income-eligible families with water and wastewater costs. LIHWAP provides water bill assistance to those that pay a high portion of their income for drinking water and wastewater services.
A LIHWAP payment is made to the water vendor or property owner {if utilities are included in the rent} on behalf of eligible households that meet income and residency criteria. LIHWAP Home Water Benefit payment amounts are determined based on household income and size, does not require a shut-off or eviction notice, and may be used to cover arrearages and rates charged. LIHWAP funding may be used to cover arrearages arising at any time, including prior to this award.
To qualify, applicants must meet income requirements and have a crisis with water service.
The purpose of LIHWAP is to mitigate financial hardships associated with the COVID-19 pandemic by restoring household water services, reducing arrearages, and rates charged to households, and helping to ensure that low-income households have access to safe and clean drinking water and wastewater services.
Your household may be eligible for a benefit if:
- You or a member of your household are a U.S. Citizen, U.S. National, or qualified alien.
- Your household’s gross monthly income is at or below the current income guidelines for your household size as posted in the table below, or
- You receive Home Energy Assistance Program (LIHEAP) benefits, or
- You receive Supplemental Nutrition Assistance Program (SNAP) benefits.
- You receive Temporary Assistance (TANF), or
- You receive a Supplemental Security Income.
- You pay a vendor directly for your water and/or sewer usage.

What information do I need to apply?
Please Note: Incomplete applications will not be processed. Please make sure all required information is entered on application and necessary supporting documents are included.
- Proof of identity for the primary applicant
- A valid Social Security Number for all persons in the household
- Proof of residence- mortgage statement, rental agreement, property taxes or title of the property
- A water, sewer, or combined water and sewer bill listing your permanent and primary residence
- Income documentation for every member of household, including any or all of the following:
- Wage statement
- Child support documentation
- Food stamp documentation
- Social Security Income documentation
- Social Security award letter
- Income for all persons in the household who have income
- Unemployment compensation
- VA. Benefits
- Retirement Benefits
Residency Requirements
Must reside in Seminole County. Must be a legal citizen of U.S. or registered alien eligible for federal benefits.
Income Eligibility
Total income for the year prior to the year of application or total income for the 12 months prior to the month of application.
Who should complete and sign the application?
The person who has primary residence should complete the application.
When will I get my benefit?
Once you submit your application and required documents, your application will be reviewed within approximately 30 business days. A letter will be mailed/emailed notifying you if you qualify for help and the amount of assistance you will receive.

¿Qué es el PROGRAMA DE LIHWAP?
El programa de asistencia de Agua para hogares de bajos ingresos (LIHWAP) por sus siglas en inglés) es un nuevo programa de asistencia temporal creado por la Ley Del Plan De Rescate Americano (ARP). LIHWAP puede ayudar a los hogares que se encuentran en emergencias y no pueden pagar la factura del agua. Las situaciones en crisis incluyen:
- Factura de Agua vencida
- Terminación del servicio del agua
- Amenaza de terminación del servicio del agua en los próximos 60 dÃas.
Para aplicar, los solicitantes deben cumplir con los requisitos de ingresos y tener   una crisis con el servicio de agua.
LIHWAP puede ayudar a los hogares que se encuentran en emergencias y no pueden pagar la factura del agua.
Para ser elegible para el programa LIHWAP, un hogar debe tener al menos una persona que sea ciudadano americano o residente legal permanente del estado y cumplir con los documentos requeridos por el programa.
- Tiene ingreso iguales o inferiores al 150% del nivel federal de pobreza?
- Tiene servicio de agua o alcantarillado que está desconectado, en peligro de ser desconectado o tiene una factura pendiente actual, y es responsable de pagar la factura del agua.

¿Qué podrÃa retrasar su solicitud?
- No llenar secciones de la aplicación.
- No firmar o no escribir la fecha en la aplicación.
- No presentar todos los documentos requeridos por el programa.
- No incluir a todos los miembros del hogar.
- No incluir todos sus ingresos de los últimos 30 dÃas.
